Docket: HHD-CV26-6228818-S (Hartford).

Status: CLOSED (judgment entered August 13, 2026). King Smokers is restrained from selling or advertising goods or services in Connecticut until it complies with the CID.

Parties. Petitioner Bryan Cafferelli, Commissioner of Consumer Protection, represented by Attorney General William Tong. Respondent King Smokers LLC, a smoke shop at 204 Main Street, Portland.

What the application says. The state says it received reports from DCP and the Town of Portland that King Smokers, which holds no cannabis establishment license, was selling untested, improperly packaged cannabis to the public. DCP served a civil investigative demand under the Connecticut Unfair Trade Practices Act on March 27, 2026 (Exhibit A, published here). Responses were due April 30, 2026; the shop did not respond to the CID or to follow-up letters in May 2026. The state applied under C.G.S. § 42-110k for an injunction and other relief for failure to comply.

What happened. Filed July 23, 2026 with an affidavit and a proposed ex parte order. The court set an in-person status conference. On August 13, 2026 Judge James Graham entered a final order restraining King Smokers from selling, advertising, offering or marketing goods or services in Connecticut until further order after it complies with the CID. Judgment without trial entered the same day.

Status. Judgment entered; the order remains in force until the shop complies.
