DCP advance notice to licensees of the compact announcement (June 18, 2026)

Text of the "Dear licensees" notice DCP sent to cannabis license holders with an embargoed advance copy of the Governor's compact press release, asking them not to distribute it before the formal release. Part of the DCP production released in response to a Connecticut CannaTimes FOIA request; published as received, without CannaTimes redactions. The Bates-style number in the file name is DCP's.
