Governor's office sends DCP the April 2025 compact draft returned to the Tribe

Forward chain: on April 22, 2025 Governor's policy director Patrick Hulin told DCP "here is the version of the compact we just sent back to the Tribe" (attachment "MPTN_ cannabis compact OTG_4.22.25.docx"); Cafferelli forwarded it to counsel in May 2026 and Skyers-Thomas re-forwarded it June 3, 2026. The draft itself was withheld. Part of the DCP production released in response to a Connecticut CannaTimes FOIA request; published as received, without CannaTimes redactions. The Bates-style number in the file name is DCP's.
