In this storyGeneral Assembly

It had strong legislative backing and public support; and it was still stopped at the public hearing.

Let’s be clear: This was not a failure of the bill itself. The language was solid. The structure was there. The support was real. The failing cannabis corporations did not want this bill to succeed, and the bill died after one public hearing.

HB 5429 was introduced and supported by:

  • Rep. Michael Shannon
  • Rep. Laurie Sweet
  • Rep. Joshua Elliott
  • Rep. Marcus Brown
  • Rep. Geraldo Reyes
  • Rep. Kadeem Roberts
  • Rep. Anne Hughes
  • Rep. Nick Menapace
  • Rep. Nick Gauthier

What the 2025 bill did:

* Allowed patients to grow their own medicine

* Established small-scale, accountable cultivation

  • Maintained state oversight through caregiver licensing - and would have resulted in financial gain for the state via caregiver licensing fees.

Concerns were raised by the DCP about:

    • Private home cultivation
    • Contamination and handling
    • Lack of oversight

But homegrow already exists in Connecticut.

And with bills like HB 5350 (2026) shifting testing standards out of statute and into agency control, those concerns become even harder to justify when applied only to small caregivers.

Caregivers provide something the current system does not:

Personal accountability and trusted relationships.

This bill can pass and it almost did.

The difference next time is simple:

More people. More pressure. More voices on record. We need to become impossible to ignore.

The effort in 2025 was driven by:

  • CT CannaWarriors
  • New England Craft Cannabis Alliance
  • State Rep. MJ Shannon
  • State Rep. Laurie Sweet And every legislator who backed HB 5429, thank you!

What comes next

Connecticut’s legislative session is already underway.

If a caregiver bill is reintroduced next session, it will move quickly.

That means preparation starts now.

Call to action

If you support:

* Growing your own medical cannabis

* Helping friends or family as a caregiver

* Reducing reliance on a corporate-only system

Then get ready.

We need:

  • Public testimony ready to go!
  • Organized support that does not waver.
  • Clear, unified messaging from the people of Connecticut who want independence and freedom.

Use the comments to share:

What should be included in the next version of this bill?

How do we address opposition arguments?

Why does this matter to you?

When this bill comes back, it needs to be backed by people who are ready to show up and push it through.

It was close last time. It can pass next time.
